Is it safe to have my site built abroad?

I have an idea for a website and I was quoted $ 5k more in having built, although I do not think its anything technical I was told that's about the price of basic design websites, etc. The website is more than just a home page though. I would say its as complicated as a social networking site with user accounts Similar to say myspace. I think the work would be cheaper if I had it built in say India or another foreign country, but I'm afraid of risks. (Work in India is between 15-25 dollars / hour), while here in the U.S., it starts at 50 and goes up to about 150/hr. I do not want someone to steal my idea, I want to be able to manage, and I do not want to be scammed my money. The site will also need to have capabilities search engine optimization. What do you think it's worth saving, what is your opinion or alternatives. Help if Please!

Post work on getafreelancer.com and elance.com and bidding starts at about $ 3000. I bet that people will bid to at least $ 2400.00. There's really no way to protect your idea, unless you patent, but I do not think you can site ideas patent, who knows, maybe of interest.
